供給(gei)(gei)側(ce)結(jie)(jie)構(gou)性(xing)(xing)改革(ge)是(shi)改善供給(gei)(gei)結(jie)(jie)構(gou)、提高經(jing)濟(ji)發展質(zhi)量和效益的(de)(de)治本之策,也是(shi)交(jiao)通(tong)(tong)運(yun)輸(shu)工(gong)作(zuo)的(de)(de)主線(xian)。中央(yang)經(jing)濟(ji)工(gong)作(zuo)會議(yi)提出了深(shen)化(hua)(hua)供給(gei)(gei)側(ce)結(jie)(jie)構(gou)性(xing)(xing)改革(ge)“鞏固、增強、提升、暢(chang)通(tong)(tong)”的(de)(de)八字方(fang)針總要求,對于堅定信心、深(shen)化(hua)(hua)認(ren)識(shi),做好(hao)今年(nian)經(jing)濟(ji)工(gong)作(zuo),具(ju)有重大而深(shen)遠的(de)(de)意(yi)義。全國交(jiao)通(tong)(tong)運(yun)輸(shu)工(gong)作(zuo)會議(yi)強調,交(jiao)通(tong)(tong)運(yun)輸(shu)供給(gei)(gei)側(ce)結(jie)(jie)構(gou)性(xing)(xing)改革(ge)必須落實好(hao)這(zhe)個總要求,更多采取改革(ge)的(de)(de)辦法,更多運(yun)用市(shi)場化(hua)(hua)、法治化(hua)(hua)手段,推動交(jiao)通(tong)(tong)運(yun)輸(shu)高質(zhi)量發展。
鞏固(gu),就是(shi)鞏固(gu)“三去一(yi)降一(yi)補(bu)”成(cheng)果。對交通(tong)(tong)運輸行(xing)業而言主要是(shi)補(bu)短板(ban)(ban)、降成(cheng)本。要加大基礎(chu)(chu)設施補(bu)短板(ban)(ban)力度(du),穩住有效投資。既要抓(zhua)好(hao)川藏鐵路(lu)、深(shen)中通(tong)(tong)道、北京大興國(guo)際(ji)機場等(deng)重大項目(mu),也要關注(zhu)補(bu)齊農(nong)村交通(tong)(tong)基礎(chu)(chu)設施短板(ban)(ban)等(deng)民生細節。要進一(yi)步降低物流成(cheng)本,做好(hao)深(shen)化收費(fei)公路(lu)制(zhi)度(du)改(gai)革,推(tui)進普通(tong)(tong)貨運車輛“三檢合一(yi)”,規范(fan)港口經營(ying)服(fu)務性收費(fei)等(deng)各項工作。
增(zeng)強,就是要(yao)增(zeng)強微(wei)觀主體活力。對交(jiao)(jiao)通(tong)(tong)運輸(shu)行(xing)(xing)業而言主要(yao)是優環(huan)境、強服務(wu)。要(yao)深化(hua)“放(fang)管(guan)服”改(gai)革,加(jia)快優化(hua)交(jiao)(jiao)通(tong)(tong)運輸(shu)營商環(huan)境,更(geng)多激發(fa)市場(chang)力量,增(zeng)強微(wei)觀主體活力。要(yao)強化(hua)高品質交(jiao)(jiao)通(tong)(tong)運輸(shu)服務(wu),讓(rang)聯網售(shou)票、聯程運輸(shu)、城(cheng)市交(jiao)(jiao)通(tong)(tong)一卡(ka)通(tong)(tong)互聯互通(tong)(tong)、刷手(shou)機過收(shou)費站等(deng)成(cheng)為(wei)品質生活的“標配”,讓(rang)人民群眾“行(xing)(xing)得順心”。
提(ti)升(sheng),就是要(yao)(yao)提(ti)升(sheng)產業(ye)(ye)鏈水(shui)平。對交通(tong)(tong)運輸行(xing)(xing)業(ye)(ye)而(er)言主要(yao)(yao)是抓創(chuang)新(xin)、增(zeng)動(dong)(dong)能。要(yao)(yao)提(ti)升(sheng)行(xing)(xing)業(ye)(ye)的(de)科技(ji)(ji)創(chuang)新(xin)能力,加(jia)快優化和(he)完善行(xing)(xing)業(ye)(ye)科技(ji)(ji)創(chuang)新(xin)環境(jing),強(qiang)化關鍵共性技(ji)(ji)術(shu)(shu)、前沿引領技(ji)(ji)術(shu)(shu)等(deng)研究(jiu)和(he)應用(yong)。要(yao)(yao)加(jia)快培(pei)育交通(tong)(tong)運輸新(xin)動(dong)(dong)能,推動(dong)(dong)交通(tong)(tong)運輸新(xin)業(ye)(ye)態新(xin)模式(shi)健康發展,實(shi)現改(gai)造傳統動(dong)(dong)能和(he)培(pei)育新(xin)動(dong)(dong)能協同(tong)并(bing)舉,提(ti)升(sheng)交通(tong)(tong)運輸產業(ye)(ye)鏈水(shui)平。
暢通(tong),就(jiu)是要暢通(tong)經濟(ji)循環。對(dui)交通(tong)運輸(shu)行業(ye)而言主要是提效(xiao)率(lv)、促(cu)融合。要加強統籌規劃,著力(li)發(fa)揮好各種(zhong)運輸(shu)方(fang)式的(de)比較優勢,暢通(tong)運輸(shu)組織鏈條,提高綜(zong)合交通(tong)運輸(shu)效(xiao)率(lv)。要提升綜(zong)合運輸(shu)效(xiao)率(lv),提高服(fu)務能力(li),促(cu)進交通(tong)運輸(shu)與(yu)相關產(chan)業(ye)融合發(fa)展,推動(dong)高效(xiao)率(lv)的(de)綜(zong)合運輸(shu)體系(xi)融入并有(you)力(li)支(zhi)撐生(sheng)產(chan)、流通(tong)、分配(pei)、消費的(de)經濟(ji)大循環。
